He studied at the Odessa Art College 1912 - 1918/19; at the Odessa Free Art Studios 1920-21; at the Odessa Polytekhnikum of Visual Arts 1922, 1926/27/28. The artist was active in Odessa, exhibited with Kostandi Society in 1920s, was member of the USSR Union of Artists. His paintings are displayed in the renowned Odessa Art Museum and most national art museums. V.Sinitski was a very respected Odessa artist.
