LIBYA 26.06.2001 "Desertification Project". Rare exclusive.This is probably the most valuable issue in Libya modern philately. For some Philatelic Dealers it is even more valuable than the 1986 "Ordinary Set - Gaddafi" withdrawn issue.As a matter of fact, these stamps were printed in a normal large quantity (at that time usually at least 200'000 complete sets for each issue).The issue was printed in Europe "on trust" with delayed payment, considering the longtime excellent business relationship between the Printer and the Libya Posts.A small quantity of stamps was sent to Tripoli soon after printing in order to make officially the issue on the fixed day (26 June 2001).But the payment of the stamps was not made by the Libyan Posts for organizational reasons (changes in the Direction of the Philatelic Department of the Libyan Post in Tripoli). So, the Printer kept the stamps.Time passed and the new chairman of the Libyan Posts (Dr. Mohamed Moammar Gaddafi, eldest son of Colonel Gaddafi) was not so much interested to receive these stamps, whose issue was planned and managed by the previous Director (the famous Mr. Mohamed Ali Siala, father of Libya modern Philately).
